The role of the federal government in the transportation sector of the US economy is fundamental. Regulatory policies and budget decisions - within agencies and on Capitol Hill - can determine the financial health or even the survivability of major corporations, small businesses and public institutions. Director: Duane Gibson -- Has nearly 20 years of experience on Capitol Hill, in the U.S. House and U.S. Senate. He has worked on diverse issue areas that include transportation, natural resources, defense/national security, Native Americans, tax, appropriations and education. His extensive experience in the Congress and with the George W. Bush Administration, were gained through twelve years as a senior staff member for the House Committee on Transportation and Infrastructure, the House Committee on Resources, (under Chairman Don Young) and for Chairman Ted Stevens of the Committee on Commerce and the Committee on Appropriations. Mr. Gibson is an expert political and legislative strategist for complex and comprehensive federal strategies. He has extensive experience building coalitions, developing legislative and appropriations agendas, executing those agendas and producing results for clients. TLG Team // Honorable Wayne Allard -- Former two-term US Senator and three-term Member of Congress from Colorado, Wayne Allard, served as Chairman of the Senate Subcommittee on Housing and Transportation and was a member on the Senate Appropriations Committee. He served on two conference committees for the Transportation Authorization bill. Allard secured the appropriation of more that $1 billion for Colorado mass transit projects and altered the mass transit allocation formulas to make more money available for new starts and smaller metro areas. He succeeded in keeping open the option for competitive bidding process on new transit projects. Allard also served in the Colorado State Senate. During his tenure he worked closely with the Denver Regional Transportation District to ensure that four projects were completed on time and within budget; he backed provisions in Colorado law ensuring that transit agencies contract out construction projects of new mass transit; and requiring the bus system to contract out a certain percentage of their bus service. Honorable Bob Clement -- Former eight-term Congressman from Tennessee’s fifth District. He served as a ranking member of the Transportation and Infrastructure Committee. Clement worked on the following subcommittees: Railroad, Highways and Mass Transit; Aviation; and Water Resources. He also served on the House Budget Committee giving him significant insight into funding procedures in Congress. He made global contacts through his work on the International Affairs Committee. In his travels associated with the Tourism Caucus, he promoted trade and tourism for the U.S. Honorable Tim Hugo -- Elected to the Virginia House of Delegates in 2002, Tim serves as a member of the House Transportation committee. Prior to state elected office, Tim was Chief of Staff to Congressman Bud Shuster, Chairman of the House Committee on Transportation and Infrastructure. Hugo worked closely with the Chairman on the groundbreaking national transportation legislation known as "TEA-21." Honorable William H. Zeliff, Jr. -- Former House Deputy Whip. Subcommittee Chairman on National Security, International Affairs and Judiciary Committees. Member of the Transportation, Government Reform and Small Business Committees. William D. Crosby, Jr. -- Former Chief Counsel and Republican Counsel on House Rules Committee, with a total of twenty-seven years of experience. Served as a Navy officer during Vietnam War and received degrees from Yale (BA) and Columbia (JD). David Dumke -- Served the Chairman of the House Energy & Commerce Committee (Cong. John Dingell, D-MI) as his Legislative Director. Hill positions also included stints with Reps. Debbie Stabenow (D-Michigan) and Rep. Fred Upton (R-Michigan). His areas of expertise include foreign policy, public relations, and Congress – including work on appropriations, commerce, defense, energy, foreign affairs, trade, and transportation issues. Harvey F. Ernest, Jr. -- President of RIVERGROUP, recently completed a 27-year career with 3M, a $16 billion global company. He was head of 3M Federal Systems, the central strategy and business development organization for national government markets. He previously held management assignments in 3M Transportation and Safety Markets where he dealt with federal and state transportation officials. Mel Goodweather -- Former Chief of US Air Force Legislative Liaison Directorate; former Chief of Congressional Affairs for Airbus Industrie of North America. John J. Jaskot -- Graduated with honors from both the Coast Guard Academy and George Washington University School of Law; served as a Fellow on the US Senate Appropriations Subcommittee on Transportation and later as Coast Guard liaison with the US Senate. Ron McMurray -- Previously was Idaho Governor Dirk Kempthorne’s representative in DC and the principal federal lobbyist for Idaho’s business and trading partners. Mr. McMurray is a former President and Executive Director of Idaho’s Seaport, the Port of Lewiston. He served as President of the Columbia / Snake River Marketing Group and Vice President of the Pacific Northwest Waterway’s Association and created the Pioneer Ports River Alliance, a coalition seeking scientific solutions to the declining anadromous fish population and to the water borne implications on hydropower and stream flow due to the implementation of the Endangered Species Act. Bernie Robinson -- As Chief of Staff to U.S. Rep. James McGovern (D-MA), Robinson worked on the TEA-21 legislation (McGovern was the only Freshman on the TEA 21 conference committee) and other transportation initiatives. He also served as the chief federal lobbyist for the State of Illinois until May of 2001, including direct advocacy for transportation funding. William R. Teator -- A policy adviser and spokesman to late House Rules Committee Chairman Jerry Solomon, Teator worked during authorization of TEA-21 to protect highway funding formulas saving billions of dollars in federal funds for NE states. He managed the designation of spending for projects totaling tens of millions of dollars. Mike Toohey -- Nominated by President George H. W. Bush as Assistant Secretary of Transportation, where he served in 1992-1993 following confirmation by the United States Senate. Mr. Toohey also served as Staff Director for the Republican Staff of the Committee on Public Works and Transportation and the Committee on Merchant Marine and Fisheries during his 14 year tenure with the U.S. House of Representatives.
