Science, Technology and Telecommunications The Livingston Group includes experienced lobbyists with in depth knowledge about the Federal Governments investments in Science and Technology. The Congress currently appropriates in excess of $100 billion per year in programs administered by departments and agencies including: Departments of Defense, Energy, Health and Human Services (NIH), Agriculture, Commerce; as well as the National Science Foundation, NASA, and EPA. The research, development, and demonstration programs and their linkage to government missions are well understood within The Livingston Group. We help clients access these funds as well as advocate new and expanded funds for research and development projects. The high technology sector is an important driver for US competitiveness. Federal investments in defense, aerospace, information technology, telecommunications, materials, biotechnology, security, next generation energy concepts, and the university training of our of scientists and engineers are examples of how important this segment is to our nation's future. Thomas Coleman -- Former Member of Congress and former Vice President Vice President, Government Relations for BASF Corporation, the U.S. subsidiary of the world’s largest chemical company. Developed congressional support for sound science in government decision-making and for nanotechnology. Honorable Tim Hugo -- Named as one of Washington Business Forward's Top 40 rising stars, Tim is the President of CapNet - a trade association dedicated to educating and electing public officials who recognize the concerns of the technology community. Prior to joining CapNet, Mr. Hugo served as the Chief of Staff to Congressman Bud Shuster (R-PA), Chairman of the House Committee on Transportation and Infrastructure. In 2002, Tim was elected to the Virginia House of Delegates. He is a member of the Transportation, Finance, and Privileges and Elections committees. Honorable Lauri J. Fitz-Pegado -- Former Vice President for Global Gateway Management, as well as former Vice President for Corporate Communications at Iridium LLC (world's first global satellite and paging company). Served as Assistant Secretary of Commerce and Director General of the U.S.and Foreign Commercial Service. Steve Bende, Ph. D.. – Former VP Scientific Affairs of a pharmaceutical trade association. Crafted and delivered science policy positions and represented industry to FDA, Public, Press and Congress. Former NIH scientist. Worked on HIV/AIDS with Dr. Anthony Fauci. Leading expert in follow-on/generic biologics science and policy. Martin Cancienne -- Chief of Staff to House Energy & Commerce Committee Chairman Billy Tauzin, Mr.Cancienne focuses primarily on appropriations, agriculture, health and education matters, energy and environmental issues, and Corps of Engineers projects. His extensive background and experience on the local, state, and federal level brings valuable knowledge and understanding in these areas. James Crandall -- Serves as a principal for The Livingston Group (TLG) under the firm’s Science and Technology Practice Area. Since joining the group in early 2004, James has operated in a number of legislative areas including appropriations, telecommunications & the internet, intellectual property rights, trade regulations, business development, and scientific research. Stacie Walters Fujii -- joins The Livingston Group from Congressman Vic Snyder’s (D-AR) office. Ms. Fujii was a senior staffer for the Congressman and handled issues in Judiciary, Banking, Commerce, Energy, Homeland Security, Housing, Science, Social Security and Telecommunications. James D. Hensler -- Former Staff Director and Chief Counsel of the Senate Select Committee on Intelligence as well as former Military Legislative Assistant to Alabama Senator Richard Shelby. He has significant experience with the authorization of sensitive intelligence programs and with defense appropriations issues. A former naval officer, Jim is a licensed attorney with current and active security clearances. Gregory James -- Former senior policy advisor for Governor Robert L. Ehrlich, Jr. (MD) and chief of staff, Maryland's social services agency, the Department of Human Resources; experience on a wide range of issues in areas of heath, education, environment, adult and juvenile justice, public safety, human services, disabilities, veterans' affairs, and economic development. Mr. James previously spent six years working in the area of telecommunications and antitrust law at Kellogg, Huber, Hansen, Todd & Evans, P.L.L.C. and LCC International, Inc. Mark J. Jeansonne -- Former General Counsel to Radiofone, a regional cellular and radio paging company in the Southeast; Founding member of the Cellular Telephone Industry Association's State and Federal Regulatory Policy Group. Steven L. Kreseski -- Served as Chief of Staff to Maryland Governor Robert L. Ehrlich, Jr. He served as Chief of Staff and Legislative Director to Representative Ehrlich, who was assigned to the House Energy and Commerce Committee. He developed substantial expertise in science, IT and biotechnology policy issues. Mr. Kreseski served as legislative assistant to Senator Larry Pressler (R-SD), Ranking Member of the Commerce, Science and Transportation Subcommittee on Telecommunications. He also represented the pharmaceutical and cosmetics industry as the Legislative Director for a major Washington-based trade association. Mark Maddox -- Worked in the Government and Public Affairs shop at Lockheed Martin as a director for the Integrated Management Systems division. He also served as Acting Assistant Secretary of Fossil Energy at Department of Energy. He oversaw a $750 million budget where he managed such initiatives as the FutureGen Zero Emissions Power Plant and the 21-nation Carbon Sequestration Leadership Forum. Juliet Pacquing -- Over a decade as professional staff for the Defense Subcommittee, House Committee on Appropriations; also program analyst in the Office of the Chief of Staff, Department of the Army.
