Jim Barcia joined The Livingston Group, L.L.C. (TLG) as a Senior Counselor after a 34 year career representing the people of Michigan as a Democratic Member of Congress and serving in both chambers of the state legislature. During his substantial career, Mr. Barcia has advocated on a wide range of issues, including the environment, education, health care, transportation and technology. In his work with The Livingston Group, Mr. Barcia will focus on federal issues and state issues related to Michigan.

Mr. Barcia was first elected as a state representative in 1976, and was elected to the state senate in 1982. In 1992 he was elected to the U.S. House of Representatives, where he served for five terms. As a result of redistricting, he then returned to the Michigan Senate, where term limits forced his retirement in 2011.

During his career, Mr. Barcia's thoughtful leadership and consensus-building approach earned the respect of lawmakers from both political parties. As a Member of Congress, Mr. Barcia served on the House Science and Technology Committee and the Transportation and Infrastructure Committee. As a Michigan state senator, Mr. Barcia served on the Appropriations Committee and the Joint Committee on Administrative Rules. As a testament to his bipartisan nature, he was also chosen to serve as the Chair of the Michigan Senate's Hunting, Fishing and Outdoor Recreation Committee, even though his party was in the minority. While serving in the Michigan House of Representatives, Mr. Barcia authored landmark legislation to protect whistleblowers from retaliation by their employers for informing the state of illegal activities, making Michigan the first government entity in the nation to provide such protection for employees.

Mr. Barcia graduated from Saginaw Valley State University with a bachelor of arts degree in Public Administration.

Significant Associations, Activities and Accomplishments

  • Authored legislation to protect whistleblowers from employer retaliation when they inform the state of illegal activities
  • Drafted technical standards for voting equipment and systems which were incorporated into the Help America Vote Act to improve the U.S. election process
