Wayne Allard joined The Livingston Group (TLG) team after a quarter century of experience in national and state elected office. As a Republican Senator and Member of Congress from Colorado, he specialized on issues related to western land, transportation and health, as well as gaining broad experience in financial and budget policies. At TLG, Mr. Allard focuses on strategic consulting in Colorado and Washington, DC, utilizing his political, business and professional experience as a doctor of veterinary medicine to serve a variety of clients.

Mr. Allard was elected to the U.S. Senate in 1996. In his 12 years in the Senate, he represented his constituents on numerous committees: Banking and Urban Affairs; Intelligence; Agriculture; Budget; Armed Services; Environment and Public Works; Health, Education, Labor and Pensions; and Appropriations. Mr. Allard also served as either chairman or ranking Republican on several key subcommittees, including Armed Service's Personnel and Strategic Command subcommittee, as well as Appropriation's Legislative Branch and Interior subcommittees. He founded and chaired both the Renewable Energy and Conservation Caucus, and the Space Caucus.

From 1991 to 1997, Mr. Allard represented Colorado as a member of the U.S. House of Representatives, where he led efforts on the Agriculture, Natural Resources, Small Business, and Budget committees, as well as on the Joint Committee on Congressional Reform.

In Colorado, Mr. Allard won a seat in the state senate in 1992, representing Larimer and Weld counties. For six of the eight years he led the Republican Caucus as Chairman. Mr. Allard served on the following committees: Agriculture and Natural Resources; Finance; Appropriations; Institutions; Business Affairs; and as Chairman of Health, Environment, and Welfare.

For his private and public service accomplishments, he has received awards from the Colorado State University System, American Veterinary Medical Association, and the Air Force. He has served as Chairman of Veterinary Medicine for the Western Interstate Commission on Higher Education and as a charter diplomat of the American Board of Veterinary Practitioners.

Mr. Allard earned a doctorate of veterinary medicine at Colorado State University in 1967, where he met his wife Joan. He established a veterinary practice a short time later in Loveland, Colorado.
